Rule 851 — TOP Authority Within Cautionary Limits

1. (a)A TOP must not be issued to apply within cautionary limits where there are movements operated that cannot be controlled by the RTC .
2. (b)The RTC must not authorize a movement to the cautionary limit sign while a TOP is in effect within such limits.
